European Social Charter was adopted within the framework of the Council of Europe in 1961. 1 It was intended to be the counterpart, in the field of economic and social rights, to Policy Department C: Citizens' Rights and Constitutional Affairs The European Social Charter of 1961 supplements the European Convention on Human Rights in the field of basic social rights. The Revised European Social Charter protects other essential basic social and economic rights. There is an overarching, comprehensive prohibition against discrimination, which covers all social rights set out there. The European Social Charter is the only treaty in European law to apply to all the aspects of social protection that are the core of the European social model. It guarantees the right to: social security; the right to social and medical assistance; and the right to benefit from social services.
